ABSTRACT
I welcome this opportunity to address issues central to the debate over international adoption. Given space limitations, I rely on my prior publications for documentation of claims made here (see https://www.law.harvard.edu/faculty/bartholet/), citing more specifically as necessary. I will respond to the three prescribed questions and then finally respond directly to Professor Smolin’s position.
