ABSTRACT

The Groningen Structure Plan Stad van Straks (The City to Come) reveals the great importance of the CiBoGa site. The local authority is aiming for a sustainable urban development and states that it wishes to make optimum use of the space available within the city boundaries. A high level of urbanism and a great variety of functions and urban cultures within these limits increase the practical value of the existing city. Building within the city boundaries also helps to limit automobility, particularly where this involves travel to and from work. The city therefore aims to construct 40 per cent of the housing target within the existing urban area.
