ABSTRACT
Up till the end of the 1980s the environmental problems associated with cities were seen as relatively small local problems with short term effects. Urban planners approached these problems with effect-oriented measures. Polluted water was discharged into major waters and waste was transported to rural areas, environmental zoning prohibited the influence of industrial sites on the living areas.
