ABSTRACT

The Air Traffic Management (A TM) system in Europe is inherently safe, but the demands from the aviation industry will inevitably require changes in the way A TM conducts its business. These changes are already impacting on the operations environment in which procedures are changing to increase traffic. In harmony with these procedural changes are the increases in the technology to 'assist' the controllers. These advances in technology and procedures are not new in aviation, and much has been learned from the introduction of new technologies on the flight deck (Billings, 1997; O'Leary, 1999).
