The importance of introducing English machinery was not in any way neglected by the French government, particularly the Bureau of Commerce once Tolozan came to head it, but there were frequent misgivings about the success obtained. There are a number of other British artisans of some importance in the transfer of English textile technology to France not associated with the first critical establishment of key inventions. The list of British immigrants coming to France can be further extended. John Collier had been brought to France by Perier in 1784 for one of his textile ventures. The language problem is a big obstacle to them, it is nearly always the less skilled and the "mauvais sujets" who decide to come over to France.
