ABSTRACT
On the British side of the Channel a remarkable lobbying campaign had been swiftly consummated in legislation, and its chief target was, and continued to be through the century, the enticer or suborner. It was to be expected that the future emphasis would be on seizing men and their equipment at British ports, or in the regions where they were suborned, rather than sympathetically helping home men and their families who had gone abroad before any legislation had opposed such emigration. The warnings given to workmen by diplomats abroad had been successful in bringing home the British artisans in France. The first resumption of the movement of technology between England and France in fact came from the return to France of some of those who had been the chief organizers of the suborning under Law' scheme. E. Barnes proceeded to give the government further information on wool smuggling between Britain, Ireland and France in 1723.
