The whole central government sector is changing rapidly. The Labour government is determined to reinvent the way government operates at every level. As well as specific policy implementation within central government departments, one of the main driving forces of IT expenditure in all aspects of government is the fact that 100 per cent of government services are due to be delivered electronically. The original vision was set out in the Modernising Government white paper, but with a target date of 2008. However, in March 2000, the Prime Minister announced that the target was to be brought forward to 2005.
