ABSTRACT
The Modernising Government initiative is driving towards the environment represented by Figure 2. Here, the populace is in the middle of the circle, surrounded and supported by the agencies and nongovernmental departments working in harmony with the government. Information and data are seamlessly integrated across all levels of government. This provides a focused and personalised service to every citizen. Interest groups, communities and businesses are recognised as well as individuals and specialist advice and guidance is available.
