ABSTRACT

Two very significant events occurred in 1998. The Diplomatic Conference o f Plenipotentiaries in Rome1 adopted the Statute for the International Criminal Court,2 and, General Pinochet, former head o f state o f Chile was arrested in London for, inter alia, crimes against humanity.3 The establishment o f a permanent international criminal court and the pursuit o f a former head o f state in a foreign domestic court for the commission o f international crimes, are events that marked a turning point for international criminal law.
