ABSTRACT
As the example shows, the primary task is not about construction or renovation, but rather that of improving the quality of life for local residents; in other words, the whole scheme is essentially an intervention aimed at community improvement. And not only is this a broader image than that of constructing or producing something, the intervention image is highly applicable in many situations. For example, imagine a situation in which action is needed, but what to do is unclear: from an intervention perspective, a useful approach could be to review the situation first to identify what improvements are needed and why, before then deciding on how the improvements should be implemented, for example, through one project or a programme of projects; in other words, think ‘intervention’ first, before ‘project’. In summary, whatever approach is taken, the primary task is about improving a perceived problematical situation, rather than producing something to specification, cost and time.
