DESIGN PRINCIPLES The most obvious starting point for any consideration of the HR outsourced model is the development of a common vision for the whole HR function, with a clear view of the strategic people priorities of the organisation. Ideally, this will be defined by the leadership team in conjunction with senior HR executives and will shape the scope of any proposed outsource. What must be retained in-house to support competitive advantage and strategic thinking needs to be determined so that the scope of what can be placed with an outsource provider is confirmed. For example, talent management or the management of industrial relations are obvious areas that are likely to be fundamental to the success of a business and will most likely be retained. On the other hand the delivery of payroll services or the recruitment of standard high volume roles is likely to be ripe for outsourcing.
