ABSTRACT
Legal principles are being applied on an expanding basis to require evidence-based, transparent and fair access to health care* This is happening through the enactment of new laws and the creation of supportive regulations, the development of ministerial and professional guidelines, and the decisions of national courts and regional and international human rights tribunals.
