ABSTRACT

Thefirsttimethattradewaslinkedovertlywithlabourandtheenvironmentwasinthe 1994sideagreementstotheNorthAmericanFreeTradeAgreement(NAFTA).Those twosideagreementswereintroducedlateinthenegotiations,whenU.S.presidentBill Clintoncameintooffice.InpartinresponsetoDemocraticcongressmenandwomen and,moreprecisely,atthebehestoftheAmericanFederationofLaborandCongressof IndustrialOrganizations(AFL-CIO),Clintonhadalreadypromisedduringthepresidential campaignthatthetwosubjectswouldbeexplicitlyinjectedintothetradeagreement,as aconditionofsupport.Thiswasinspiteofthefactthat,atleastintheeraoftheGeneral AgreementonTariffsandTrade(GATT),labourandtheenvironmenthadbeenconsidered extraneoustotheformulationofinternationaltradepolicy.
