Inpalliativecaretheboundariesbetween'social'and'health'needstend tobecomeblurredandtheassessmentisfrequentlyundertakencollaborativelybyadistrictnurseandasocialservicescaremanagerorcommunity careassessor;thelattermayormaynotbeaqualifiedsocialworker.From theservice-user'spointofview,whetherornottheirneedsareassessedas 'health'or'social'isofcentralimportance,becauseofthefinancialimplications.Afurtherpointofconsequencetotherecipientofsocialcarefrom socialservicesdepartmentsisthatthecarepurchasedforthemis increasinglylikelytobeinthevoluntaryorprivatesector,chosenasthe'best valueformoney'.Someimplicationsfortheseandrelatedissueswillbe consideredlater.
