ABSTRACT
Democracy is today the main legitimating principle of government. Around the world, political leaders and activists everywhere proclaim their belief in democracy. Even dictators routinely excuse themselves on the grounds that they are simply stabilizing matters to lay the ground for democracy’s return. Rare indeed is the regime and rarer still the opposition that would admit to any reservations about democracy’s desirability.
