ABSTRACT

This chapter discusses the project is clearly linked to the appearance of new resettlement regulations in general in China. A resettlement plan called 'development type resettlement' was gradually developed for the Three Gorges project. In China, the resettlement experience from early dam projects has laid the foundation for the resettlement policy of the Three Gorges project. The rationale behind the developmental resettlement scheme is to solve the daily subsistence problems of the resettled population. The developmental resettlement scheme, which seeks to address the subsistence problems experienced in dam projects, was compiled over a long period of time, and is closely connected with the planning of the Three Gorges project. The dam-building industry concentrates on the developing world since most rivers have been exploited in the industrialised world, and because there is too much resistance against dam building.
