Table 1 presents the demographic characteristics of the study participants. It also demonstrates our first major finding: each of these three methods of community consultation was feasible because they all enrolled a large number of participants within the period planned. The telephone survey resulted in a sample with predefined demographic characteristics. Moreover, the telephone survey was relatively inexpensive ($55.15/respondent) compared with the costs of the community meetings ($63.71/respondent

time) and interviews (30 mins per survey plus extensive staff time to identify and recruit respondents). Finally, the telephone interviews were completed in 2 wks, whereas the other two methods each required 9 months to 1 yr because of the extensive planning and coordinating efforts required.
