ABSTRACT
Identity fraud is an ongoing problem of which governments have been well aware for many years (Cabinet Office 2002): for example, people having more than one passport in different names, or multiple National Insurance numbers. This situation has become possible, largely because of the disconnectedness of government departments which have a common requirement to identify the people with whom they engage.
