ABSTRACT

The rules for accessible web design are based on the Web Content Accessibility Guidelines, WCAG 1.0, published in May 1999, by the World Wide Web Consortium’s Web Accessibility Initiative (W3C/WAI). The international guidelines were adopted with a few modifications by the German BITV which came into force in July 2002. There is an abundance of information and educational materials on the guidelines available worldwide as well as automatic test programmes. A manual for a test procedure was published first in August 2001 by the Education and Outreach Working Group of the W3C/WAI, and is being updated regularly. Despite all the available support, application of the manual shows that there is still a significant need for explanatory materials at the detailed level.
