ABSTRACT
With change comes opportunity and at no time in the history of the human race has global change been so compelling and significant. A Vision also provides a framework within which objectives and strategies can be developed and implemented. A context within which decisions on implementation can be tested. A Vision provides a long-term context for action: The second reason to establish a clear Vision is illustrated by the example of the Marshall Plan following the Second World War. The success of the Marshall Plan demonstrates how many countries were mobilised to develop a global rebuilding programme following the destruction and devastation of the war.
