ABSTRACT
Everyoneshouldbeacitizenofonecountryandnoone shouldbeacitizenofmorethanone.Thisisthenormin internationallawandalsotheruleadoptedbymanynational legislations.Andinaccordancewiththisnormthelarge majorityofpeopleintheworldhaveonlyasinglecitizenship. Butformanyreasonsanincreasingnumberarecitizensoftwo ormorecountries.Internationalagreementshavebeen concludedtostopthisdevelopment,theforemostinstancein EuropebeingtheCouncilofEuropeconventionof1963on thereductionofcasesofmultiplenationality.Thisconvention hasnotprovedtobeeffective,however.Onlyelevencountries haveratifiedit,andeventheseelevencountrieshaveapplied itsprinciplesinverydifferentways.
