Politicalideasaremuchmoredifficulttocontrol.Socialism, liberalismandconservatismdonotrespectnationalborders. Politicalpartieshaveoftenbeenformedundertheinfluence ofpoliticalmovementsinothercountries,andsister organisationsoftencooperatedirectly.Itwouldthereforebe highlyunrealistictotrytoprohibitforeigncitizensfrom participatinginpoliticalactivities.Strongeconomicinterests wouldmakesuchaprohibitionevenmoreproblematic. Capital,industryandtradecrossnationalborders,andthe labourmovementsofmanycountriescooperatetoprotect theircommoninterestsinthisinternationaleconomy.Itmay inthisbroadperspectiveseemalmostincrediblethatsomany seriousattemptshavebeenmadetohinderforeigncitizens frommakingpoliticalspeeches,formingtheirown associations,orparticipatinginpoliticaldemonstrations.
