TheproblemthatIamgoingtodiscussinthisbookislocated atthecrossroadsbetweentwobasicpoliticalprinciples.The firstoneisthedemocraticideaofrepresentativegovernment, basedonelectionsbygeneralsuffrage.Thesecondisthe nation-stateprinciplewhichsaysthattheworldisdividedinto sovereignstatesandthatonlythosewhoarecitizenscanclaim arighttotakepartinpoliticallife,inotherwordsthatforeign citizensarenotallowedtoparticipateinpoliticalelections. Democracyishonouredalmosteverywhere,atleastasa principle,butthemodernsystemofstatespresupposesthatas ageneralruleonlythosewhoarecitizensareentitledtovote, tostandforelection,tojoinparties,andtoparticipatein politicaldebatea.ndgivevoicetotheirpoliticaldemandsand interests.
