ABSTRACT
With volitional needs, desires underlie needs. There is no more reason for us to provide people with what they need, in this sense, than there is for us to satisfy people's desires themselves. That is why Frankfurt thinks volitional needs claims are so weak. That is why they should enjoy no precedence over desires.
