ABSTRACT

Much of this article is an argument for a clearer set of ground rules,to be used in respect to preventative activity. This is certainly not the first word on the subject (much of what follows relies on the experience of others who have thought more deeply about the issue) nor will it be the last, but it might encourage more widespread interest in a common use of terms, ideas and principles. A good place to start is with definitions in respect of children in need.
