ABSTRACT

The Woolf Inquiry played a role in the riots case’s crisis-reform process while media framing and political context played a role in the British escapes case. This raises the question whether inquiries played a role in the crisis-reform processes of the two escape cases and whether political context and media framing influenced the riots and Dutch escape cases. In this chapter, each case will be investigated to determine whether inquiries, media framing, and political context played a role or not (see Table 8.1 for an overview of the conditions influencing the crisis-reform thesis).
