ABSTRACT
Most people probably have a pretty clear idea in their minds of what constitutes a terrorist act. Yet no clear, universally accepted definition of terrorism has been pinned down. Different international organizations, different governments and even different agencies within the US Government each have their own working outline, although there’s plenty of common ground.
