ABSTRACT
Procurement means seeking out the best sources of supply, and purchasingmeans the process of acquiring goods or services. For the purposes of thischapter, these slightly different operations will be referred to as 'purchasing'. All organizations are exposed to fraud in purchasing, mainly involving deliberate overcharging by suppliers, sometimes in collusion with employees and agents of the victim.
