ABSTRACT

The most substantial TJ.S. military aid program was that in Pakistan, between I9S4 and Ig6s. In that period Pakistan received over $630 million in grant military assistance for weapons, $6 I g million for defense support assistance, and some $ss million worth of equipment purchased on a cash or concessional basis. In the same period India purchased over $so million in military equipment. In Ig62-6s, after the Sino-Indian border conflict, she received over $go million worth of grant military assistance (primarily communications and transport equipment, but including some hardware, plus arms productian facilities). In Ig6s all grant programs were terminated, and by I967 the U.S. government had developed a new arms transfer policy which stands almost intact today. 4

What was the actual impact of weapons transfers on both South Asia and the U.S.? What were (and, to some extent, still are) the issues invalved in arms programs? And how d id the American policy process determine the relationship of these programs to American interests?
