Voting Cycles The Complications Introduced by Cycles When more than two options are under consideration, cycles in majority rule are possible. The simplest example of cycles in majority rule occurs with three options and three voters, as in Example 9.1 below. Each column in Example 9.1 represents the order in which a voter ranks the three available options, x, y and z, with the most highly preferred option at the top.
