ABSTRACT
Part I of the book discusses collective decisions in general. A decision is not an action, but rather an orientation of intentions. A collective decision is a process that orients the intentions of the members of a collectivity to a pattern of coordinated future actions, so that in the ordinary course of events, the pattern is realized.
