ABSTRACT
Planning in any country is inextricably linked with the history, politics and administrative structure of that country. Thus this introductory chapter is concerned with reviewing:
• the historical development of modern China; • the social, economic, political and environmental issues that face the country
today and with which the planning system is attempting to deal; and • the system of governance.
