ABSTRACT

In our discussion up to this point about wastage in education, the question of wastage for whom has not been addressed directly. In Chapter 1, we underscored the importance of formal education for individuals and groups. The privacy of place given to formal education links up aptly with the issue of which groups acutely experience anyone or all three forms of educational wastage. Stated perhaps more pointedly, there would be no point to invest time, effort and resources in a discussion of educational wastage if education was in fact an activity of little or no value.
