ABSTRACT

Which way do we go? Is the sub-national approach more promising for crossborder environmental governance? do we need stronger, coordinated bi-national mechanisms for environmental management? Will an international cooperative body resolve cross-border environmental issues? Is our scope sufficiently broad, and is our vision sufficiently comprehensive to encompass the potential impacts of postmodern global alteration of the environment? These are questions with massive implications that extend far beyond the canada-United States border. The popular film, An Inconvenient Truth, and heated debates about climate change in the wake of nobel Prize winner Al Gore’s “successful campaign”, are compelling incentives for everyone to think environment. environment has risen to be the major issue of concern for the canadian electorate. In the United States it remains overshadowed by security but strong enough to sustain constant media attention.
