ThehumanfactorstillaccountsforthemaJontyofaccidentsinaviation. Consequently,inordertoguaranteesafetyinaviation,considerableimportanceis attachedtothereviewofpersonnelactingumeliably.Thecontrolofreliabilityhas beenregulatedbynationallegislationproceduresinsomeEuropeanstates. Investigationswithapsychologicalissuehavebeenundertakenbyinstitutionsor byindividualpsychologicalorpsychiatricconsultants.Thenewguidelinesfor medicalandpsychologicalrequirementsarenowmandatoryforallEuropeanstates andareregulatedbytheJAA.TheyarespecifiedintheJointAviation Requirements-FlightCrewLicensingPart3(abbreviatedtoJAR-FCL3inthe followingtext).IftheAeroMedicalSection(AMS)oftheresponsiblenational licensingbodyhasanydoubtsconcerningmentalcapacityorpersonality,itcan commissionapsychologicalreview.Possiblesourcesofsuchdoubtthathavebeen namedincludeflyingincidents,severeproblemsintrainingorproficiencychecks, delinquency,orknowledgerelevanttothesafeexerciseoftheprivilegesofthe applicablelicences.
