ABSTRACT
WhileDonnellytalksaboutthenear-universalapplicabilityincontemporary internationalsocietyofhumanrights(ibid.,p.2),Table1.1indicatesthatthereis stillquitealongwaytogobefore'theriseandconsolidationof"liberalism"inthe modemWest'asreflectedintheevolutionofhumanrightsleadstothe constructionofacomprehensive,universal(global-reach),substantivehuman rightsregime.UnlikethecurrentpartialornascentGHRR,anyeventual,allencompassingregimewouldbeorwillbecharacterizedbynotmerelythe instrumentalprovisionofhumanrights,butalsotheglobal(oruniversal) acceptance,endorsementandimplementationofallhumanrightsbystates;the enjoymentbyallpeopleeverywhereofallhumanrights;and,inthissense,the substantiveuniversalityofhumanrights.
