ABSTRACT

In 1988 the Home Office assumed a lead role in the development of race equality policies in the Probation Service. Home Office Circular No. 75/88 requires all probation committees to:

'Race' equality issues are, to some extent, similar in organisations of whatever kind. In Chapter 5 we focus on the practice of race relations and equality of opportunity in the Prison Service, and some of the issues there are not very different from those encountered within the Probation Service. However, there are some implications deriving from the Probation Service's role in society and the criminal justice system, its organisational structure, culture and composition of its workforce and nature of its clientele that make it special. These issues are examined from a black perspective in this chapter.
