ABSTRACT
The last chapter found that both the Advocacy Coalition Framework and the bargaining model explained the recent evolution of UK aid to Kenya better than they accounted for developments in French assistance to Togo. In this chapter the aim will be twofold: first, to ask why this should be the case; and second, to establish whether there is any value in using these models as tools with which to explain the French development programme.
