ABSTRACT

Various proposals were considered and it was agreed that many of the problems experienced could be resolved or ameliorated by the adoption of the Logical Framework Approach (LFA) in relation to the stages of the project planning cycle. Crop production data were usually available, but frequently it was difficult to obtain information concerning improvements in farm income, employment creation, social welfare or the role played by women in the agriculture and rural development processes. During the course of project planning the Objectively Verifiable Indicators (OVIs), comprising appropriate baseline and projected parameters, implementation schedules and budgets, are set up in relation to the envisaged achievement of the stated sector goals and project objective, outputs and activities. The OVIs adopted should be pragmatic in nature and reflect what is achievable within the context of the country concerned.
