ABSTRACT

The administrative structure of parliament consists of the Presidium and the Executive Secretariat, and the parliament operates through the Chamber and its Standing Committees. The Speaker represents the parliament in dealing with the government and other state agencies, or with foreign organizations and governments. The Speaker carries out his/her duties with the assistance of the Speaker's Secretariat and the Legal and Technical Office. Department of Press and Media provides the Speaker, Deputies and other offices with a summary of domestic and international news and publishes periodic pamphlets and bulletins about the parliament's activities. During holidays; between legislative rounds, cycles and periods; or during dissolving of the parliament the president of the republic may, if necessary, decree legal decisions called presidential ordinances. Parliament's budget appears as one item in the state budget. The Secretary-General drafts the budget of the parliament; it is then examined by the Standing Committee of Finance, which submits its report to the floor.
