ABSTRACT

Clifton R. Wharton, Jr. is a true pioneer leader and scholar. His views may also be considered mainstream. This chapter examines his life and views here by referring to some of his speeches and writings. Wharton was born in Boston, Massachusetts. Wharton's positions have been in the corporate as well as academic world. Wharton is an international economist, academic, and political administrator. Wharton focused on world development issues, with his work centering on Latin America. Through his work with the Agricultural Development Council (ADC) in Southeast Asia, he became an expert in agrarian reform, realizing that nations could achieve measurable levels of economic growth by focusing on maintaining a threshold standard of living through subsistence farming. According to Wharton, emphasis needs to be placed on the development of human capital, especially in the high technology area.
