At the initial level 1, an organization is able to deliver projects, but the results are unpredictable and sometimes chaotic. There is no analysis of successes and failures.
At the repeatable level 2, the organization can repeat successes and avoid past mistakes. However, this relies essentially on a few skilled individuals. Methods are not compatible between departments.
