ABSTRACT
This collection of essays begins with the assumption that restorative justice meets a community need, that it is beneficial to the community and that it is here to stay. Hence a question is whether it is to be controlled by any particular agency of the state or whether it is to be controlled by the institutions of civil society as distinct from the agencies of the state.
