ABSTRACT
The purpose of Chapter 1 is to give a historical perspective of the development of program management as a distinct discipline and to explain how programs are viewed differently by different communities. It explains how it can fill a gap in current management practice by helping realize strategic decisions and complement other project-based practices. It also takes a critical look at the current program standards.
