ABSTRACT

This chapter explores collaborative efforts that were started at the High-level Meeting on National Drought Policy (HMNDP) and are implemented through the World Meteorological Organization (WMO) and Global Water Partnership (GWP) integrated drought management programme (IDMP) and related initiatives, particularly the UN-Water Initiative on Capacity Development to Support National Drought Management Policies. Based on the HMNDP, the IDMP and its partners have adopted three pillars of drought management, which have been advanced by Wilhite: drought monitoring and early warning systems; vulnerability and impact assessment; drought preparedness, mitigation, and response. The IDMP liaises with similar initiatives to assist its work and mandate. A related activity that also originated from the HMNDP was the aforementioned UN-Water Initiative on Capacity Development to Support National Drought Management Policies. The IDMP also established regional programs in 2015 to support the practical application of its principles at the regional and national level in the Horn of Africa and West Africa.
