ABSTRACT

This chapter summarizes the contribution of research and new findings, particularly the application of the Global Value Chain (GVC) approach and two sides of China’s Information and Communications Technology (ICT) development in the GVC. It shows that anti-globalization is a challenge to a latecomer country like China in seeking to upgrade its position in the GVC. The chapter presents several recommendations for China’s policymakers and business community on how to increase higher value-added products, and also for Western policymakers and CEOs on the opportunities and challenges facing China’s technological upgrading. China’s globalization results from inward foreign direct investment and being an export platform for foreign companies, whereas Japan’s globalization resulted from exporting products based on licensed technology. Nevertheless, an important part of China’s ICT industrial upgrading will involve considerable assimilation of foreign technology, and this major shift from technology dependence to greater autonomy will involve a long-term process.
