ABSTRACT

To continuously improve a system of Response to Intervention (RtI), we must evaluate the parts and the whole; make sure the parts are implemented as intended; ensure that the sum of the parts results in what we intend to be doing; and verify that the process is leading to student learning growth. We structure our RtI evaluation through the following three questions: Is RtI being implemented with integrity and fidelity; is acceptable progress being made; and what is the impact of implementing RtI? To know if students are making acceptable progress, school staff need to consider both overall progress as well as individual progress. To determine the impact of implementing RtI, one must consider the intended outcomes of RtI, as the system is designed.
