Another important function of the State is the provision of a proper currency. This has already been sufficiently discussed in Part II.

To these primary functions, however, all modern states add many others. One of the most remarkable changes in the last 80 years has been the great growth in all European countries, of state activities of all kinds. This is due to the inventions in industry and transport which have led to the growth of huge urban communities. The great cities and factories of modern life bring with them social problems to deal with which only the State seemed competent.
