ABSTRACT
Kings and Governments have always borrowed. In medieval times the king usually borrowed from foreign merchants who had to rely upon him for protection against his jealous subjects, and therefore, could not refuse to aid their protector. But in modern times Governments offer a secure interest and are able to borrow the savings of the people.
