ABSTRACT

Microenterprise, or very small business ownership by low income persons, was one aspect of the Bush Administration's New Paradigm. This economic development idea symbolized an attempt by President Bush and other Republican leaders to revitalize a neglected and dreary domestic agenda. In anticipation of the 1992 election, President Bush's policy planners formulated ideas on empowerment that would address the ills of low income America,oterincluding suggestions for reforms in health, housing and education, welfare and small enterprise. Although Bush's strategies for gaining the confidence of the American voter failed, the New Paradigm did stimulate some bipartisan activities on domestic policy in the United States Congress. One of several Congressional responses to the New Paradigm was the formulation of the Freedom from Want Act by the House Select Committee on Hunger.
